Planned Parenthood Northern California (PPNorCal) is seeking a Chief Operating Officer. This position is full-time, 40 hours per week. PPNorCal provides a comprehensive benefits package including 100% employer paid medical insurance for the employee, 50% employer paid medical insurance for dependent children, dental and vision coverage, employer paid life and long-term disability insurance, 10 paid holidays, and a 403(b) retirement plan with up to 4% employer match after 12 months of service.
SUMMARY
The Chief Operating Officer (COO) is the senior executive of Planned Parenthood Northern California (PPNorcal), who serves as the key health care business driver.
The COO ensures that patient services are informed by PPNorCal’s health equity commitment and DEI work. This position oversees the Medical Director and clinical leadership to ensure the quality of patient services is consistent with PPFA Medical Standards and Guidelines and California state law; oversees the implementation of clinical operations and administrative protocols, policies, and procedures; participates in Quality & Risk Management activities; and oversees all health center staff supervision.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
ORGANIZATIONAL MANAGEMENT AND LEADERSHIP
- Identifies and/or operationalizes emerging sexual reproductive health care issues and strategic opportunities for new initiatives aligned with PPNorCal’s strategic plan.
- Acts as a collaborative member of the Executive Team to actively participate in planning, implementing, monitoring, and evaluating overall agency strategic direction.
- Role models and advances PPNorCal’s diversity, equity, and inclusion efforts to achieve health equity goals.
- Exercises solid decision-making skills to quickly address operational emergencies or problems, reporting to the CEO promptly.
- Advances data-driven strategic thinking, budget development & planning, project management, problem-solving, and organizational change.
- Serves as the key business driver for the growth and overall success of an integrated model of medical care and clinical operations.
- Responsible for health care services business outcomes.
- Provides regular in-person leadership presence with an open-door policy approach for all clinical and operational staff.
- Supervises the Medical Director to provide active leadership to achieve quality clinical care and outcomes.
- Provides effective management oversight to other clinical operations team members adhering to all PPNorCal HR policies and procedures.
- Responsible for all clinical quality and care regulatory requirements including but not limited to PPFA Accreditation, including accreditation preparation - reviewing relevant Elements of Performance (EOPs), Standard Operating Procedures (SOPs) and auditing of clinical services, and in-person guidance and leadership during PPFA Accreditation health center visits.
- Produce timely and accurate reports on clinical operation outcomes.
- Prepares and presents reports to the Board of Directors at Board and committee meetings.
CLINICAL OPERATIONS OVERSIGHT
- Improves clinical outcomes and patient satisfaction while managing or reducing extraneous budget costs.
- Evaluate clinical operations efficiency and effectiveness for safety, producing positive financial results, and increase PPNorCal’s excellence-in-service culture.
- Implement actions to achieve cost efficiency without compromising quality of care and service.
- Leads from a strong business acumen by establishing internal control processes to reduce waste, error, and fraud.
- Creates standardized and equitable protocols to prioritize accountability and performance management.
- Utilizes operational knowledge to redesign systems and develop new care models.
- Works with clinical operations team to ensure efficient operational processes are in place for patient care.
- Drives the annual budget process and ongoing reporting requirements for clinical operations.
- Based on projected visits and utilization, monitors the impact of growth on existing health centers and patient-facing services; proposes and guides service expansion and enhancement projects.
- Develops and establishes operating policies consistent with PPNorcal policies and objectives and ensures adequate execution.
- Works with the clinical operations team to oversee the review and approval process of the clinical protocols in compliance with PPFA Medical Standards and
- Guidelines and state/local/national regulatory agency standards.
- Works with clinical operations team to ensure high-quality medical care and compliance with all state, federal, OSHA, Clinical Laboratory Improvement Amendments (CLIA), Planned Parenthood Federation of America (PPFA) Accreditation, and PPFA standards, guidelines, and regulations, including required reporting and documentation for patients and staff.
- Works with the clinical operations team to ensure effective recruitment, onboarding, professional development, performance management, and staff retention.
- In partnership with IT, analyzes current information technology infrastructure and explores next-level technology that supports the growth of clinical operations.
- Partners with Data Analytics team to leverage reporting tools that guide strategic clinical and operational decision making.
- Optimize Revenue Cycle strategy by identifying and driving operational efficiencies and streamlining workflows.
- Ensures alignment between financial and clinical goals to maximize profitability of the organization.
- Establish contacts with other health care providers, public health departments, and community agencies to promote and establish network relationships for referrals and resources.
- Attend professional meetings relevant to the role.
- Regularly visits health center sites in person to meet with staff and review current clinical operations.EXTERNAL RELATIONS
- As assigned by the CEO, interfaces with media, elected officials, and all other Planned Parenthood affiliates or external stakeholders.
- As assigned by the CEO, delivers public speeches or presentations.
- As assigned by the CEO, engages in donor and institutional giving opportunities.
QUALIFICATIONS

EDUCATION and/or EXPERIENCE REQUIRED FOR CHIEF OPERATING OFFICER
- Minimum of five years serving in a health care executive level position overseeing clinical operations.
Clinical background preferred. - Minimum 3-5 years of executive leadership in overseeing a union represented workforce.
- Demonstrated commitment to sexual reproductive health care and in particular access to abortion.
- Knowledge of various practice management models, with the ability to creatively solve problems and develop practical solutions.
- Thorough and strategic analysis of financial and legal documents to ensure compliance, mitigate risks, and support informed decision-making.
- Demonstrate proficiency in navigating the Epic electronic health record system.
- Demonstrated participation in continuing professional training and education in areas pertinent to responsibilities as COO.
- MBA preferred or equivalent degree/experience.
LANGUAGE SKILLS - Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents.
- Ability to respond effectively to the most sensitive inquiries or complaints from customers, regulatory agencies, or business community members.
- Ability to write speeches and articles for publication that conform to prescribed style and format.
- Ability to make effective and persuasive speeches and presentations on controversial or complex topics and effectively present such information to top management, public groups, and/or boards of directors.
MATHEMATICAL SKILLS
Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
REASONING ABILITY
Ability to apply logical or scientific thinking principles to a wide range of intellectual and practical problems. Ability to deal with nonverbal symbolism (formulas, scientific equations, graphs, etc.) in its most difficult phases. Ability to deal with a variety of abstract and concrete variables.
COMPUTER SKILLS
To perform this job successfully, the candidate must have knowledge of Microsoft Office Suite (Outlook, Word, Excel, PowerPoint).
Knowledge of Electronic Health Records/Electronic Practice Management.
PROTECTED HEALTH INFORMATION (PHI) ACCESS REQUIREMENT
As required for patient treatment and health care operations.
CERTIFICATES, LICENSES, REGISTRATIONS
Must have reliable automobile transportation and a valid California Driver's License and insurance.
Pay Range: Planned Parenthood Northern California (PPNorCal) supports California’s new law (SB 1162) enhancing pay transparency. This new law requires employers with 15 or more employees to include a pay range in job postings. The pay range reflects the compensation that a new employee can expect to receive if offered employment. Employees with more experience, education, and other qualifying factors may be compensated at a higher rate of pay. The pay range for this position is: $247,800 - $319,600 annualized salary.
